PROJECT/TASK MANAGER
Overview
The Site Implementation Lead provides on-site operational leadership and full-spectrum oversight for telecommunications and IT infrastructure modernization efforts across Air Force and Space Force installations worldwide. This role directs all field execution activitiesincluding surveys, engineering support, installation, testing, and cutover operationswhile ensuring adherence to program schedules, quality requirements, and technical standards. The Site Implementation Lead manages diverse technical teams, including engineers, wireless specialists, survey technicians, and subcontractor resources, ensuring coordinated and efficient execution of all project tasks.
Primary Responsibilities
Provide on-site leadership for multi-discipline implementation teams responsible for survey, installation, modernization, and cutover activities across all technical domains
Oversee day-to-day operational execution including scheduling, task assignment, progress tracking, and validation of completed work
Direct and coordinate the activities of engineering, wireless, survey, and installation teams to ensure alignment with modernization objectives
Manage Agency and Subcontractor labor, ensuring performance, compliance, and adherence to defined quality and safety standards
Support design and engineering teams by providing accurate field-derived data and contributing to modernization design refinement
Coordinate all task execution with contractor and Government Points of Contact (POCs), including base access, clearances, escort coordination, logistics, equipment staging, and workspace approvals
Maintain site-level responsibility for project schedule, resource allocation, and operational readiness
Ensure all work is performed in compliance with applicable standards including TIA/EIA, UFC, I3A, NEC, AF/SF installation requirements, and program-defined processes
Provide on-site problem resolution, risk identification, and mitigation support for schedule, resource, or technical issues
Develop and maintain operational documents including daily/weekly status reports, work summaries, risk logs, quality findings, and briefing materials
Conduct regular on-site stakeholder engagements including weekly and ad hoc status meetings with Government customers, program managers, and partner organizations
Support quality management activities through in-field validation, inspections, and coordination with the Site Quality Lead
Ensure timely completion of deliverables and accurate documentation of work completed on site
Participate in special projects, strategic planning sessions, readiness reviews, and future installation assessments
Additional Responsibilities
Provide administrative and operational leadership for assigned site activities, including contract task oversight and vendor coordination
Supervise assigned staff, including subordinate supervisors, technical leads, and multi-disciplinary implementation personnel
Conduct workforce planning and provide recommendations for labor levels, staffing adjustments, and prioritization of activities
Attend on-site customer meetings, technical briefings, and leadership reviews
Coordinate the development and delivery of project artifacts, including reports, installation packages, redlines, and as-built documentation
Review project requirements and collaborate with program leadership to strategize future modernization phases
Education
Bachelors Degree in Information Systems, Engineering, Telecommunications, or related field Equivalent combination of experience and education may be substituted
Required Experience
5+ years of experience managing enterprise IT or telecommunications implementation projects within the DoW environment
Proven experience leading multi-disciplinary technical teams in field execution environments
Experience coordinating activities across engineering, wireless, and installation teams
Experience managing subcontractor resources and ensuring compliance with performance and quality requirements
Familiarity with TIA/EIA standards, UFC, I3A, NEC, and DoD/AF/SF network installation practices
Experience with large-scale modernization, infrastructure deployment, or base-level IT upgrades
Required Technical & Professional Skills
Strong leadership and communication skills with the ability to interface effectively at all levels of the organization (Government, program leadership, technical teams, subcontractors)
Ability to analyze, organize, and summarize operational and technical data to support reporting and decision-making
Proficiency with project and productivity tools including MS Project, SharePoint, Excel, PowerPoint, and Visio
Ability to identify risks, track triggers, and support the development and execution of mitigation strategies
Strong understanding of field operations, installation workflows, survey processes, and cutover planning
